Perth Stadium – Details so far

Background
In June 2011, the Western Australian Government committed to deliver a new major stadium for Perth. After reviewing the work of the Major Stadia Taskforce (published in its June
2007 final report) and considering the views of a wide range of stakeholders, the State nominated the Burswood Peninsula option as its preferred site, and publically committed to begin construction by 2014, with the completed Stadium to be ready for the commencement of the AFL season in 2018.
The members of the Major Stadia Taskforce recommended the development of a 60,000 seat multi-use outdoor stadium with the capacity to expand to 70,000 seats. The Taskforce found that
Western Australia’s existing stadia (WACA Ground, Subiaco Oval and Members Equity Stadium [now nib Stadium]) no longer meet the needs of their respective sports, their supporters and the broader Western Australian community” and “Western Australians are at a distinct disadvantage in competing to host major national and international events
Design & Build

Perth Stadium is classed as a Design, Build, Finance and Maintain Project by the WA Government.

An invitation for Expressions of Interest to deliver the Stadium and its surrounding Sports Precinct under a DBFM procurement model (the DBFM Project) was advertised in December 2012 and three consortia were shortlisted in April 2013. The Request for Proposals (RFP) was issued to the Shortlisted Respondents in July 2013, and closed in December 2013.
Appointment of the Preferred Respondent (Westadium) was approved in April 2014, together with a Reserve Respondent (Confidem). Exclusive negotiations resulted in the achievement of
contractual close with Westadium (Project Co) on 13 August 2014, followed by financial close on 21 August 2014.
Brookfield Multiplex Engineering and Infrastructure Pty Ltd has been subcontracted by Westadium to undertake design, construction, fit out and commissioning of the Stadium and Sports Precinct works over a three year period (the Design and Construction phase)

Following commissioning of the Stadium and Sports Precinct, facilities management services will be provided over a 25 year operating term by Brookfield Johnson Controls Pty Ltd (the FM Subcontractor).
Local Contracts

The Western Australian government has released figures revealing that the construction of the Perth Stadium has stimulated the local economy with more than $450 million worth of contracts going to local companies. According to the figures, local companies received about 80 per cent of the stadium subcontracts, with a swath of labourers working on the site.

7 contracts amounting to $456 million was awarded to Western Australian businesses, 20 contracts to Australian businesses worth $78.9 million, and two contracts awarded to overseas businesses worth $8.6 million.
  • CASC won a $30 million contract to supply formwork and concrete for the stadium.
  • Civmex was awarded a $73 million steelwork contract for the new $1 billion Perth Stadium at Burswood

Finance

The State will contribute 60% of the construction cost of the Stadium and Sports Precinct and Westadium has procured the balance of finance to fund the Project.

WA Department of Sport and Recreation officials confirmed in June 2015 that the total cost of the stadium was $1.21 billion, which included the $912.3 million cost of designing, building, financing and maintaining the precinct. Of that $1.21 billion, $422.8 million will be paid by the Government to Westadium as monthly payments over 25 years.

Bonus Features

  • Locker Room terrace – a sweeping ground-level bar and viewing area intertwined with the teams’ warm-up areas and interchange benches. Those lucky enough to get a spot in the Locker Room will be able to watch the players warm up, while the teams will pass through the bar on their way out on to the ground.
  • Coaches’ Room – a 60-seat area wedged between the West Coast and Fremantle coaches’ boxes. Live audio from the coaches will be projected into the area, giving the spectators an unprecedented perspective on the game.
  • Victory Lounge – home to the best seats in the house: luxurious electric recliners positioned on the centre wing for football, and right behind the bowler’s arm for cricket.

AFL Usage Agreement

Financial Terms

  • Under the deal, $10.3 million of income generated by football at the stadium will be provided to the WA Football Commission each year for an initial 10-year period.
  • Revenue generated by the AFL to stage finals series matches at the stadium will also contribute to the deal to fund local football.
  • If the money generated falls short of $10.3 million in a particular year, the WA Government will top up the shortfall.
  • The deal will be reviewed after seven years, as first reported by The Sunday Times.
  • For the following 10 years, the WAFC will receive up to $10.3 million a year — with the sum capped, and no Government top up.

Seating Arrangements

  • As part of a second deal between the WA government, stadium operator VenuesLive, the AFL, West Coast and Fremantle, 50,000 seats will be available for members of the teams for their AFL premiership season home games.
  • At least 6000 tickets will be available to non-AFL club members for every one of those matches
  • Only 1385 Perth Stadium memberships will be on offer for fans who want to see every event at the new facility
